Customize event limit notifications

By default, all tenant owners are notified whenever a story reaches 80% or 100% of the global daily story event limit or when the tenant reaches 80% or 100% of the total daily event limit.

Tenant owners can now go to Event Limit Settings to set additional thresholds for notifications and modify the list of notification recipients. Webhooks can also be added to the list of recipients.
