Via HTTP Request Action: The classic HTTP Request action can be configured to create a case by following the API endpoint schema: Create a case.
Via storyboard templates: A more user-friendly option, this templated HTTP Request action can be found via Templates → Tines → "Create a case."
Via storyboard case tool: A user-friendly option that also offers the ability to use your team's case templates, the case tool can be found via the editor panel Tools → Case.
