Rename new stories under change control without approval

If your team has change control enabled by default, naming a brand-new story used to require going through the full approval process, just like any other change. Now, you can rename a new story right away, and that change will bypass change control.

This only applies to stories that haven't had any other changes yet, so you can quickly give a new story a clear name before diving into building it.
