Change control comments

We have added the ability for users to comment on change requests. Change requests are now easier to review collaboratively.

Users can leave comments directly on individual changes, making it simple to ask questions, share context, and resolve feedback without leaving the change request. Each comment thread is tied to the change it relates to (corresponding to a row on the lefthand panel), so everyone has a clear view of what needs attention.
