Cases rich text improvements

We've made a number of improvements to the rich text editor in Cases.
Quickly access commands using the '/' menu.
Color can now be applied to text.
Formatting can be applied using the floating toolbar.
The code block now has syntax highlighting.
URLs can now be pasted directly on highlighted text to add a link.
