User level access control for Apps

You can now use access controls to share an App with specific users, narrowing down exactly who can access it. This gives you finer control over sensitive Apps, so only the people who need them get in.

Because listing users in a tenant is gated behind its own permission, you'll only be able to share Apps with users you can already see.

Tenant owners inherently have access to every App, regardless of how it's shared.
