Request and approve temporary AWS S3 access with pre-signed URLs

This story allows someone to request temporary access to an object within an AWS S3 bucket via a pre-signed URL using the AWS Boto3 library with Python. An approver must approve the access for the requester prior to access being provisioned. The progress of the story is tracked via a case in Tines.
