Track dbt pipeline failures in Jira and notify via Microsoft Teams

Automatically receives dbt run failure notifications via webhook, retrieves detailed failure information from dbt, checks for existing Jira issues related to the failed job, and either creates a new issue or adds a comment to an existing one. Uses AI to summarize failures and notifies the team via Microsoft Teams.
